Faster planning and development approvals
Housing supply is one of Australia’s most pressing challenges, and slow development approvals are often identified as a bottleneck. Councils play a critical role in enabling new housing, yet the process remains a complex and time-consuming element of local government service delivery.
Across Australia, development approvals can take three to six months to process, with significant variation between councils. In Sydney, for example, recent research found that the average DA approval time is around 107 days, with some councils taking more than 200.
TechnologyOne's AI is changing the game for development applications.
Property & Rating’s new Policy and Technical Assessment Accelerator functionality helps councils streamline these workflows by using AI to interpret and apply complex planning schemes.
A resident can simply ask their local council online, “Can I build a granny flat?”, and it instantly searches the relevant planning rules, filters out 85 % of irrelevant content, and presents clear guidance in plain language. It also generates a pre-filled development application and prepares a summary ready for planner review.
By automating and simplifying the earliest and most time-consuming stages of assessment to reduce citizen error, we can reduce approval times by 10 – 21 working days on average. That improvement translates to faster housing delivery for communities.
Better human resources and recruitment
Recruitment is one of the most time-consuming processes for councils, universities, and government agencies, with hundreds of applications to review across a wide range of roles.
Plus, and TechnologyOne’s Review HRP Applications AI functionality, transforms the hiring experience for both sides – applicant and recruiter - by automating the steps that typically take the most time.
If, for example, a recruiter asks to “Create interview questions for a Facilities Manager role”, it instantly analyses the position description, identifies key selection criteria, and generates relevant interview questions. It can also:
- Summarise candidate CVs
- Provide fair comparisons of applicants (without preferencing who to hire)
- Prepare structured comparisons
- Outline the next steps and reach out to selected candidates
- Workflow applicants through predefined business processes
For candidates, this AI functionality simplifies the application process by pre-populating forms and ensuring consistent, easy-to-follow steps. We’ve found that applying takes 20 to 25 fewer minutes on average.
For organisations, the gains are substantial. Councils, governments, TAFEs and universities using TechnologyOne can save around 1,350 staff hours each year, reducing administrative effort while improving the overall quality and transparency of recruitment.
The result is a more efficient hiring process that helps secure the right people sooner — and gives candidates a better experience from the start.
Critically, however, our software is built with guardrails to ensure the human remains in the loop. It will not, for example, make a hiring recommendation, even if asked to do so. AI provides the intelligence, people provide the ethics and the empathy.
Streamlined asset management and maintenance
Asset management is one of the most visible services councils deliver — and one of the most complex to manage efficiently. Councils oversee thousands of assets, from parks and playgrounds to roads and public facilities, each requiring regular inspection and maintenance.
It is also a source of a high proportion of interactions between councils and citizens.
Yet reporting and tracking issues is still too often a slow, manual process that frustrates both staff and residents. The Digital Citizens report found 17.4% of citizens rated defect reporting as a poor experience, which directly impacts how people perceive their local council’s performance.
TechnologyOne’s AI-based Defect Creation functionality brings transformative efficiency and accuracy to defect reporting and asset management.
If a maintenance officer uploads a photo of a pothole or graffiti, it automatically detects the issue, finds the location and asset, checks for duplicates, and creates a work request in Enterprise Asset Management.
The responsible team is notified instantly, and automated updates are sent as the job progresses — without anyone needing to log into multiple systems or rekey data.
For staff, this means less time on administration and more time managing service delivery. For residents, it means faster responses and improved community services.
Interactions
AI-enabled product features — such as those within Financials, Human Resources & Payroll, or Enterprise Asset Management — are measured in interactions. Each time an AI feature is used, such as generating a forecast or triaging a work order, it counts as one interaction.
Customers receive 200 free interactions per licensed, eligible AI-enabled product per month.

A smarter ERP for every customer
From February 2026, customers on the 2026A release will gain access to TechnologyOne’s latest AI capabilities.
AI-enabled functionality is included across core products such as Enterprise Content Management, Student Management, Supply Chain Management and more. These features are available out of the box for customers using our SaaS platform and CiA interface, requiring no additional setup or configuration.
