The Government of Papua New Guinea Secures K26 Million Three-Year Agreement with TechnologyOne to Drive Next Phase of PNG’s Public Financial Management Digital Evolution.

Coinciding with the nationwide Integrated Financial Management System (IFMS) rollout completion, the agreement introduces pioneering Agentic AI features, advanced Cash Receipting, and robust capital project tracking.

PORT MORESBY, PAPUA NEW GUINEA — The Government of Papua New Guinea with Lead Implementers Department of Finance & Treasury, has announced a landmark three-year contract extension valued at K26 million with leading enterprise Software-as-a-Service (SaaS) provider TechnologyOne. This strategic agreement secures critical system support, maintenance, and continuous optimisation as the National Government officially transitions from technical deployment to long-term operational sustainability. The signing of this contract marks a defining moment in Papua New Guinea’s digital government journey, coinciding with the historic completion of the nationwide Integrated Financial Management System (IFMS) rollout across all 22 provinces in the nation’s 50th Jubilee year.

Under the leadership of the Secretary for Finance, Mr Samuel Penias, the IFMS has now successfully integrated 100% of National Departments (43 agencies), 20 out of 22 Provincial Health Authorities (PHAs), 89 out of 91 districts, and 313 out of 347 Local-Level Governments (LLGs). This extensive digital financial network connects remote communities with real-time expenditure monitoring and modern banking capabilities, ensuring public funds are managed with unprecedented levels of visibility.

As we shift our focus to strengthening human and institutional capacity across all levels of government, we are also actively expanding the platform’s capabilities to include advanced artificial intelligence, enhanced revenue receipting, and rigid capital investment monitoring.”

Unlocking AI-Driven Efficiency with TechnologyOne Plus

As part of its digital evolution, the Department of Finance will pioneer the adoption of TechnologyOne Plus, a revolutionary agentic AI system integrated directly into the ERP environment. Designed to shift AI from a passive assistant to an active operational partner, TechnologyOne Plus enables public servants to interact with complex financial databases using voice or plain-language requests. This out-of-the-box solution requires zero manual configuration or user training, allowing staff to instantly review and action approvals (such as requisitions, invoices, and contracts), track expenditures, and query budget availabilities in real time. Built on 'human-in-the-loop' security principles and certified under the ISO 42001:2023 global artificial intelligence standard, TechnologyOne Plus maintains absolute data integrity, strict user permissions, and clear administrative oversight.

Enhancing Revenue Mobilisation via Enterprise Cash Receipting

To improve and increase revenue collection across national and subnational levels, the agreement encompasses the integration of TechnologyOne's advanced Enterprise Cash Receipting (ECR) SaaS solution. ECR centralises disparate receipting systems into a single, unified, and highly secure interface. By streamlining "charge-to-receipt" and "fee-to-payment" workflows, the system provides a crystal-clear, real-time debt and revenue picture for the government. Constituents and businesses will benefit from a modern payment experience supporting flexible channels —including cash, credit cards, agency payments, and online gateways, while back-office departments save significant administrative resources through streamlined bank reconciliation and automated transaction ledger entry. This centralised capability directly builds upon coordinated subnational tax reforms, such as the GST Section 65A partnership with the Internal Revenue Commission (IRC), which has already successfully automated the collection and remittance of over K1 billion in GST revenue since 2021

Safeguarding Capital Investments with Project Lifecycle Management

To ensure the rigorous governance of public funds, the Department of Finance is implementing TechnologyOne’s Project Lifecycle Management (PLM) module. PLM serves as a single source of truth for tracking, reporting, and analysing the performance of all government capital investment programs and infrastructure contracts. By integrating financial attributes directly with physical project activities, PLM allows decision-makers to justify projects during planning stages, model feasibility, track costs, manage budgets and forecasts, and evaluate contract risk. This disciplined lifecycle approach ensures that major capital investments are executed on time, within budget, and in complete alignment with national strategic objectives—protecting public funds and driving maximum development value. This capability will support better delivery of roads, utilities, community infrastructure and essential services throughout Papua New Guinea.

Continuous Pillars of PNG's Public Financial Digital Ecosystem

The newly signed three-year agreement solidifies a relationship that began in November 2005. While early years focused on custom configurations to match PNG's distinct public accounting framework, the partnership is now anchored on three highly mature operational foundations:

  • Strengthened Cyber Resilience & Cloud Infrastructure: Building on the successful migration to TechnologyOne’s cloud-based SaaS platform, the IFMS operates on a secure, highly modern cloud-based platform. With automated failover mechanisms and world-class cybersecurity controls, the nation's financial data is heavily protected against modern threats.
  • APIs, Data warehousing- To further accelerate the state's digital evolution, the Integrated Financial Management System (IFMS) is establishing a robust interoperability framework powered by advanced API integration and centralised data warehousing capabilities. This technical backbone secures seamless, real-time data flows with the Internal Revenue Commission (IRC), Bank South Pacific (BSP). By standardising secure APIs, this ecosystem will further integrate business compliance tracking with the Investment Promotion Authority (IPA) and critical macroeconomic monetary compliance with the central Bank of Papua New Guinea (BPNG), ensuring a unified data warehouse model that gives the Department of Finance a single, secure source of truth for the nation's public and private capital flows.
  • EFT & Digital Payments Innovation: In collaboration with Bank South Pacific (BSP) & BPNG, the rollout of Electronic Funds Transfer (EFT) via the IFMS platform is actively reducing reliance on paper cheques, accelerating payment cycles, and optimising service delivery across all provinces.
  • Phase 2 Software Upgrade Readiness: The agreement establishes a framework for the "Phase 2: IFMS Software Upgrade" commencing in 2026, which focuses heavily on upskilling permanent public servants to manage and support future system lifecycles independently and implementation of AI Modules, Enterprise Cash Receipting & Project Life Cycle.
  • Together, these will establish a single source of truth across government, enabling better planning, stronger financial oversight and more informed investment decisions.
